In the context of the PICT 3166/2015 Project “Migrations, Interculturality and Territory: Multiscale Mapping on Social Inclusion”, we have developed a line of research to explore the specific characteristics of the health-disease-care process in peri urban neighborhoods in González Catán inhabited by impoverished social groups whose lives are shaped by diverse moving experiences. Based on a qualitative approach, we analyze the accounts of those living in the neighborhood, exploring the juxtaposition of different inequalities, how this affects healthcare access, and the (...) multiple strategies that can be developed to overcome such difficulties. As a result, we have identified multiple stakeholders and models regarding healthcare as well as different levels of awareness when faced to these different concerns. Furthermore, access difficulties and perceptions regarding the public health system and how it works contribute to advance the understanding of new “therapeutic paths” and show the existing tension regarding certain stereotypes associated with migrant health rooted in public opinion and the media. A principios de 2018, fueron presentados varios proyectos de ley con el objeto de regular el acceso gratuito a los servicios públicos de salud y de educación superior de aquellos migrantes internacionales que no revistieran la condición de “residentes permanentes” sobre la base de criterios de “reciprocidad”. Durante casi dos semanas, los proyectos concentraron gran parte de la atención mediática, instalándose como tema prioritario de la agenda pública. A través del análisis de dichos proyectos y de su tratamiento en la (...) prensa digital hegemónica, este trabajo propone una exploración de las narrativas que circularon en relación al acceso gratuito de la población migrante a la salud, para posteriormente indagar sobre los efectos simbólicos que produce la hipervisibilización de una determinada posición política sobre el tema. Se aplicó una metodología cualitativa centrada en los análisis de discurso y de contenido con el objetivo de analizar la articulación entre el discurso jurídico y el discurso mediático e indagar el modo en que las narrativas que circulan a través de los medios hegemónicos instituyen y son instituidas por el imaginario social sobre la gratuidad del acceso a la salud para la población migrante. Como resultado, fue posible identificar tres operaciones discursivas: (a) el desplazamiento de la idea de salud como derecho a la salud a un objeto de negociación diplomática basada en la reciprocidad; (b) la asociación del desborde de los servicios de salud con la demanda de atención por parte de los migrantes, lo que oculta el carácter estructural de las deficiencias del sistema de salud, vinculadas a la regresividad de las políticas neoliberales en lo que respecta al reconocimiento de derechos sociales básicos, como la salud; (c) la negación de estos otros bajo el mecanismo del chivo expiatorio, representándolos como una “amenaza social” y como los “no merecedores” de la gratuidad. In this paper I will evaluate the normative assumptions of Nozick's experience machine. I try to show that the intrinsic value that experiment gives to objectivity should be rejected from utilitarianism and that subjectivity counts as a necessary and sufficient condition for moral evaluation. I also conclude that satisfaction preferences utilitarianism to stay within the boundaries of utilitarianism should be considered as broad mental states consequentialism.

El objetivo del presente trabajo es evaluar la presunta incompatibilidad entre la idea de razón pública defendida por John Rawls y la concepción deliberativa de la democracia, tal como fue denunciada por Graciela Vidiella. La crítica deliberacionista de Vidiella contra la propuesta rawlsiana puede desagregarse en dos tesis: tesis del autogobierno procedimental y tesis sobre el uso crítico de la razón. Este documento ofrece una propuesta desde la perspectiva de la bioética para la elaboración de un protocolo de triaje en el contexto de la pandemia de COVID-19. Dicha propuesta incluye recomendaciones sobre las normas procedimentales y normas sustantivas que deben regir la asignación y reasignación de recursos terapéuticos en condiciones de escasez extrema.

Graciela Vidiella ha dedicado parte de su producción académica a indagar sobre la idea de una democracia deliberativa. En el marco de dicha indagación, Vidiella sostuvo que existe una incompatibilidad entre la idea de razón publica defendida por John Rawls y la concepción deliberativa de la democracia. Dicha critica deliberacionista contra la propuesta rawlsiana puede desagregarse en tres tesis: tesis del autogobierno procedimental, tesis sobre el uso crítico de la razón y tesis sobre el trato desigualitario. En este trabajo reconstruyo la estructura argumentativa del asociacionismo coercionista defendido por Michael Blake, que consta de dos premisas, una normativa y otra empírica. Sostengo que ambas premisas pueden ser rechazadas, de manera indirecta (en el caso de la premisa empírica) o directa (en el caso de la premisa normativa). La conclusión es que el asociacionismo coercionista no prueba la existencia de una discontinuidad normativa entre el plano doméstico y el plano global.

El debate acerca de la tortura puede dividirse, siguiendo la clasificación de McMahan, en dos niveles: teórico y práctico. En el primero se discute acerca de la permisibilidad moral de la tortura en circunstancias excepcionales y las características que la convierten en una práctica, prima facie, inmoral. En el segundo se evalúan las posibles consecuencias de diferentes modelos de legislación para dar una respuesta a las situaciones del mundo real. The deliberative conception of democracy proposes some solutions to the challenge of reasonable pluralism. The fact that people are reasonably divided according to comprehensive beliefs they consider to be true and valuable poses problems with respect to the legitimacy of political decisions, their stability, and the justice of democratic institutions. Theoreticians of deliberative democracy have highlighted the importance of public reasoning among citizens who recognize one another as free and equal. The article analyzes the normative component of these types of proposals and the ideal of public reason that allows for its optimal development. El interés de los críticos e investigadores en la obra de Felisberto Hernández se ha incrementado desde su inserción en el campo cultural a través de las valoraciones de Italo Calvino y de Julio Cortázar. No obstante, la intersección entre la literatura y la música en la obra de Felisberto Hernández no ha sido suficientemente atendido a pesar de la evidente amalgama entre ambos campos. Esta investigación intenta saldar ese adeudo mediante un análisis interdisciplinario que permita decodificar la presencia de (...) la música en la obra de Felisberto Hernández y su contribución a la narrativa de este autor. El conocimiento musical y la experiencia como intérprete de Felisberto Hernández se traducen en su obra no solo a través del empleo de un imaginario musical, sino también a partir de la presencia de estructuras propias del discurso musical entre las cuales sobresale la organización del relato a partir de macroformas y de microformas, del uso de la dinámica – tanto por planos sonoros como por reguladores –, de la agógica y de los silencios como ejes del discurso narrativo. El objetivo es observar las diferentes operaciones memorísticas que los autores ponen en juego a la hora de reconstruir la figura y el rol de Juan Domingo Perón durante el proceso abierto con la apertura electoral de mayo de 1971 hasta la muerte del viejo líder tres años después.

Is a human more conscious than an octopus? In the science of consciousness, it’s oftentimes assumed that some creatures (or mental states) are more conscious than others. But in recent years, a number of philosophers have argued that the notion of degrees of consciousness is conceptually confused. This paper (1) argues that the most prominent objections to degrees of consciousness are unsustainable, (2) examines the semantics of ‘more conscious than’ expressions, (3) develops an analysis of what it is for a (...) degreed property to count as degrees of consciousness, and (4) applies the analysis to various theories of consciousness. I argue that whether consciousness comes in degrees ultimately depends on which theory of consciousness turns out to be correct. But I also argue that most theories of consciousness entail that consciousness comes in degrees. (shrink)

In a very short article, James Sterba argues that there is a moral duty to sacrifice one’s life to save the lives of others. Sterba justifies this duty by drawing an analogy with a series of cases in which some degree of sacrifice would be commonly accepted for the benefit of third parties. In this paper, I argue that Sterba’s argument reaches the correct conclusion, but is invalid. In addition, I point out two different arguments to support the existence of (...) a duty to sacrifice one’s life to save the lives of others. (shrink)

Being a pacifist who refrains from lethal violence is considered a praiseworthy commitment but not morally obligatory. One reason for denying that pacifism is morally obligatory is the high cost that would be implied for agents under attack, who cannot defend their own lives. Thus, pacifists are usually seen as lambs between lions and, therefore, pacifism is seen as morally over-demanding. In this paper, I intend to clarify the over-demandingness objection and to show its limits against pacifism. First, I argue (...) that the cost of an act is neither a necessary nor sufficient condition to determine its obligatory nature. Second, arguing from an analogy to Batman, I maintain that there is a plausible moral obligation to never use lethal violence against another human being that arises from adopting a specific social role, namely, the leadership of a pacifist movement. This paper examines the idea of "objective phenomenology," or a way of understanding the phenomenal character of conscious experiences that doesn’t require one to have had the kinds of experiences under consideration. My central thesis is that structural facts about experience—facts that characterize purely how conscious experiences are structured—are objective phenomenal facts. I begin by precisifying the idea of objective phenomenology and diagnosing what makes any given phenomenal fact subjective. The purpose of this article is to analyze the variability of the "Self-made-man" idea in the context of the Christian Middle Ages in its primarily historical and philosophical presentation. Research is based on the historical and philosophical analysis of the medieval philosophy presented foremost by the works of Aurelius Augustine, P. Abelard, Thomas Aquinas, and also by the modern researches of this epoch. Theoretical basis. Historical, comparative, and hermeneutic methods became fundamental for this research. Originality. The conducted analysis allowed to (...) draw a conclusion that, despite the still existing view of the Middle Ages as a kind of an ideological gap in the formation of the self-determination idea, the Christian philosophy of this period not only does not reject but also gives essentially the universal character of the ancient intention to recognize the individual’s right to self-determination and self-government, makes it not only religiously acceptable but also obligatory. Conclusions. Despite to general theocentrism, providentialism and fatalism of Christian medieval philosophy and culture in general, at its epicenter there is a man of a special type, focused on preserving spiritual autonomy and identity in the social dimensions of their existence, and at the same time, on personal responsibility for their own destiny. Such focus became a logical and somewhat unexpected result of the complex interaction of numerous factors of medieval culture, as well as the ideas and intentions inherited from Antiquity. In particular, the idea that a person who does not act freely cannot be morally responsible for what he does, as well as the intentions of the ancient sage to autonomy, autarky, and apoliticism. In the Middle Ages, this intention became essentially universal, as it became a right, even an obligation of every Christian to be free, at least from the worldly, in determining and realizing his own destiny. The gradual compromise recognition that personal salvation is possible only as a result of synergy, i.e. the co-participation of God’s grace and human freedom, legitimizes and strengthens its focus on active personal efforts and personal responsibility for one’s own salvation, in fact for one’s own destiny. All this in historical perspective was found in its radicalized and purified from all sorts of mystical and religious layers of expression in the idea of "Self-made-man". (shrink)

The work has aimed throughout at a comparative treatment of the problems.

Purpose. The research is aimed at understanding the philosophical and journalistic heritage of M. Scheler during 1914-1919. "The philosophy of war" is regarded as the middle link between the phenomenological and anthropological stages of its philosophical evolution. The theoretical and methodological basis of the study is the philosophical legacy of Max Scheler, as well as the work of domestic and Western researchers devoted to this issue. Problems of Weltkriegsphilosophie become comprehensible based on the historical, logical and comparative principles of historical (...) and philosophical analysis, which allowed to theoretically reconstruct the cultural and historical context, philosophical sources and ideological intentions of the German philosopher. Originality. For the first time in domestic historical and philosophical thought, it proved that the works by Max Scheler of the First World War played an outstanding role in the formation of philosophical anthropology as a separate philosophical trend. Conclusions. The basis of the Weltkriegsphilosophie by Max Scheler is the philosophical comprehension of the war in which the thinker tries to see the high sacral meaning, where the sacrifices that the nation brings to the altar of victory are not in vain: the nation is rallying this sacrifice, its readiness for it. According to Scheler, war is the most effective means of forming the so-called "love communities", to which he refers combat brotherhood, family and nation as a "collective personality", which recognizes itself through war. The philosopher is disappointed to some part with militaristic enthusiasm in his later military journalistic works and calls for a spiritual and moral renewal of Europe, fed from Christian roots. At the heart of this renewal should be the principle of personal solidarity, based on the Christian idea of love. However, Catholic universalism is an insufficient means for the formation of a "love community" and a new man who is co-creator of God that constitutes the main core of the philosophical anthropology of Max Scheler, which emerges in the 20s of the twentieth century. Based on this, the article affirms the existence in Sheler’s works of an intermediate stage between his phenomenology and philosophical anthropology – Weltkriegsphilosophie. (shrink)

This study aimed to identify the learning and business incubation processes and their impact on developing the performance of business incubators in Gaza Strip, and the study relied on the descriptive analytical approach, and the study population consisted of all employees working in business incubators in Gaza Strip in addition to experts and consultants in incubators where their total number reached (62) individuals, and the researchers used the questionnaire as a main tool to collect data through the comprehensive survey method, (...) where (55) questionnaires were retrieved with a recovery rate of (88.7%). The results of the study showed that there is a high approval of the variables of the study, where the dimension of incubation operations came with a relative weight (84.89%), followed by the learning dimension which got a relative weight (82.50%), while the performance level of the incubators got a relative weight (80.12%) and as the study results showed There is a positive relationship statistically between the two dimensions of learning and business incubation processes and performance development in business incubators, and the linear regression analysis model showed that the main effect in improving the performance of business incubators is "after business incubation operations" while it showed weak effect after learning. The study came out with several recommendations, the most important of which is that business incubators seek to reinforce the learning process and incubation processes for business, and the need to periodically evaluate their performance, and that a more effective mechanism be designed to follow up with companies after the end of the incubation period and monitor the progress of these companies. Purpose of the study is explication of ethical and existential conditions of realization of human responsibility for the protection and recreation of the environment on a scale of the common world with all the other living beings. The crisis of the environment is the crisis of human morality. For responsible environmental management, it is necessary to form the ecological consciousness of society and reinterpret the anthropocentrism on the ethical foundations. The theoretical basis of the research is the analysis of ethical (...) and existential dimensions of understanding of the human environment ranging from the sphere of the home and the natural environment to the dimension of the common world of people and all the entities. The work clarifies the genesis of the concept of home from the ancient "oikos", household to the idea of home as a "hub", a base for mental and physical mobility in the contemporary technosphere. Correspondent to the transformation of the living world of mankind is the concept of communication and universal discourse of norms and values of human coexistence of J. Habermas, К.-О. Apel, D. Böhler, W. Kuhlmann, and others. The domain of the ecological consciousness and behaviour also requires motivation at the level of human feelings, beliefs, and convictions, which is represented by the philosophic and religious thought of H. Jonas, O. Leopold, K. M. Меуеr-Abich, A. Naess, the pope Francis, and others. As the result, the study proves the relevance of the concept of care about the common home based on the recognition of the value of the existence of all beings. Originality. The study explicates the genesis and meaning of the ethos of the common home with values of love, care, openness, solidarity, freedom, and responsibility which is proved to be the ethical and existential condition of the solution of the environmental crisis. The traditional anthropocentrism is reinterpreted towards the duty of people to be the centre of the responsibility for the existence of all beings that requires both reason and care. Conclusions. The ethics of care for our common home completes the moral duty of people as providers of the universal discourse who represent the interests of all beings. Concern for the preservation of the human environment and of all creation makes it possible for humanity to realize its universal responsibility in the world. The contemporaneous science and religious thought modify anthropocentrism to the holistic ethical understanding of human’s mission to be responsible for all beings. (shrink)

Purpose. The dynamics and pace of social and economic transformations that are characteristic of modern society, lead to an increase in tension and the destruction of habitual stereotypes – ideals, values, norms, patterns of behaviour that unite people. These moments encourage us to rethink the understanding of "security" essence, in particular, psychological, which emphasizes the urgency of its study in the philosophical and sociocultural coordinates. Theoretical basis of the research is based on the philosophical methodology of K. Jaspers, E. Fromm (...) and the A. Maslow’s psychological approach to understanding of a person. Originality. Psychological security is considered at different levels: first and foremost, society is a characteristic of social security, that is an analysis of how today’s social technologies, social changes affect the quality of life of the country’s population; secondly, the social environment – the family, the immediate environment, reference groups, training teams; thirdly, a person is an experience of his own security-insecurity, when it is possible to talk about the manifestations of psychological violence, when certain behavioral acts contribute to the violation of the security of the other or to self-destruction. It is found out that the knowledge of psychological security is closely connected with the socio-historical conditions of being, with the level of development of material and spiritual culture, with the interests and values prevailing in society, which determines its ontological, epistemological and axiological features. The presented issue is considered in the correlation of psychological security with types of scientific rationality – classical, nonclassical and post-nonclassical approaches, within the framework of which various perspectives, aspects, forms and types of psychological security are studied. Conclusions. The concept of security requires a systematic description of its manifestations, types, levels, concepts: security as the absence of dangers ; security as a certain activity to ensure or to prevent any threats or dangers ; security as a conscious necessity, the value of the individual. The study systematizes various ideas about psychological security in accordance with the logic of scientific knowledge: in the mainstream of classical, non-classical and post-nonclassical approaches. The potential to collect brain data more directly, with higher resolution, and in greater amounts has heightened worries about mental and brain privacy. In order to manage the risks to individuals posed by these privacy challenges, some have suggested codifying new privacy rights, including a right to “mental privacy.” In this paper, we consider these arguments and conclude that while neurotechnologies do raise significant privacy concerns, such concerns are—at least for now—no different from those raised by other well-understood data collection (...) technologies, such as gene sequencing tools and online surveillance. To better understand the privacy stakes of brain data, we suggest the use of a conceptual framework from information ethics, Helen Nissenbaum’s “contextual integrity” theory. To illustrate the importance of context, we examine neurotechnologies and the information flows they produce in three familiar contexts—healthcare and medical research, criminal justice, and consumer marketing. We argue that by emphasizing what is distinct about brain privacy issues, rather than what they share with other data privacy concerns, risks weakening broader efforts to enact more robust privacy law and policy. (ziran 自然) serves as foundation for an ethic that is neither dichotomizing nor resting on human moral conventions, but serves rather as a guiding philosophy of living.
